The City of Philadelphia | Public Safety Services Campus

Opened in 1928, the former Provident Mutual Life Insurance Complex at 4601 Market Street was designed to become the City of Philadelphia’s Public Safety Services Campus.
Ballinger undertook this monumental adaptive reuse project to showcase best practices in law enforcement, laboratory services and state-of-the-art technologies to enable accreditation of both police and health facilities as well as to minimize operating costs.
The Ballinger design team, including experts in law enforcement and laboratory design, eloquently fit the varied uses into the nearly 100 year old building. The siting within a 15-acre green campus was designed to make the building an asset to the West Philadelphia community.
Although the building is not listed on either the state or national historic register, the design is sensitive to the historically significant spaces and character defining features that reflect the architectural value of this building and campus.
